Zijlstra: “Fine for study delay not in violation of the law’

A fine for students who take longer to finish their studies does not conflict with the law. Dutch state secretary of education Halbe Zijlstra wrote this in a letter to the House of Representatives. Zijlstra responds to a report of Dutch law firm Stibbe stating that the fine is in violation of the law.

Halbe Zijlstra“I agree with the law firm that the legal certainty principle should be considered as well. The certainty principle however is not absolute. New social developments require regular adjustments of policies and legislation.”

“Stibbe’s legal advisers believe that the free movement of students within the EU may be jeopardized by the proposed measure. Every country and institution within the European Union has its own charges. There are no indications that differentiation in tariffs would result in a greater barrier for students to study in the Netherlands.” [MW/transl.YV]
