Tilburgse topwetenschappers halen uit naar beleid universiteit

Tilburg University heeft geen duidelijke missie en geen duidelijke academische identiteit. Het gaat te veel om winstmaximalisatie, er worden geen heldere keuzes gemaakt door de bestuurders en er wordt onvoldoende rekening gehouden met de belangen van de wetenschappers. Het strategisch plan staat vol met ‘quasi-academische onzin.’ Dat stellen zes gezaghebbende hoogleraren van de universiteit. Ze hekelen het bedrijfsdenken en adviseren de universiteit te leiden als een sportclub of partnership.

De hoogleraren hebben deze week een petitie online gezet met de titel ‘Put Researchers First, For a Better Tilburg University’. Initiatiefnemers zijn Eric van Damme (TiSEM), Cyrille Fijnaut (TLS), Marc Groenhuijsen (TLS), Arjen van Witteloostuijn (TiSEM), Siegwart Lindenberg (TSB) en Aart de Zeeuw (TiSEM).

In de petitie, waar een plan van 34 pagina’s met de titel ‘Trying to Make a Difference’ (geschreven door Van Damme) onder ligt, schetsen ze het probleem en roepen ze het bestuur (zowel CvB als managers op alle niveau’s) op actie te ondernemen. Het draait te veel om geld, er is geen visie en de bestuurders overleggen niet voldoende met de topwetenschappers, zo menen ze. “De voorzitter van het CvB klinkt als de CEO van een groot bedrijf. Maar is een universiteit vergelijkbaar met een commercieel bedrijf?”

Volgens Van Damme heeft het bestuur geen besef van academische waarden, of heeft ze andere waarden dan hijzelf en zijn collega’s. “The core is that the University operates more according to a business firm than according to a professional sports club, or a partnership. As a consequence of the mistaken identity, TiU says, does and publishes things which any serious researcher can only consider as being (very) embarrassing and not fitting a serious university. Personally, I go a bit further. I see many things which I consider to be an insult to academic values as I understand them to be. I can only infer from this that those responsible for those actions and publications either do not know what these academic values are, or that I have a fundamentally different understanding about them. I, however, has no reason to believe that my understanding is different from those of my direct colleagues at TiU or at leading universities.”

Het probleem zou onder meer worden veroorzaakt door de aanstelling van niet-academici als bestuurders. Zo is collegevoorzitter (Koen Becking) geen academicus, aldus de hoogleraren. De rector (Philip Eijlander) is dat wel, maar publiceert relatief weinig. “He also is not a member of the KNAW. Before becoming rector, he was dean of the Law School. His path to become rector was more an administrative one than a scientific one. Although the President and the Rector have ad hoc discussions with academics, they do not engage in strategic discussions with the key academics in the University on a structural basis. The avoidance of such discussions signals that academic values are not leading.”

Niet stimulerend
Veel academici zouden het beleid van de universiteit verwerpelijk vinden. Het gebrek aan een heldere koers stimuleert onderzoekers niet om het beste uit zichzelf te halen. “If one does not know where to go, one also cannot say how far one should go. The absence of such goals, however, invites complacency. Furthermore, and perhaps more important, it frustrates the many very ambitious researchers at the University; at least, it does not invite them to engage with the University. Clearly, if researchers find the actions of the University embarrassing, they will not have strong appetite to engage in it. One does not want to engage in activities that one finds repugnant.”

Het roer moet om. De universiteit zou niet geleid moeten worden als bedrijf, maar als sportclub of partnership. Net als sport is onderzoek een wereldwijde activiteit. En zoals het ondersteunend personeel bij een sportclub probeert om de sporters optimaal te laten presteren, zou zouden ook wetenschappers gefaciliteerd moeten worden. Tilburg University moet een voorbeeld nemen aan de Amerikaanse universiteiten. Wetenschappers moeten gestimuleerd en uitgedaagd worden.

“Scoring in science means pushing further outward the frontier of what is known……The aim of the game of science is to shift the frontier of knowledge. This frontier can be shifted in many directions; new fundamental insights count, but also new applications (valorization). Even improvements count: explaining that the frontier has shifted, so that others see where it now lies and understand the shift, counts as well, as this allows more people making use of the new knowledge. The pioneers, the leaders, are followed by masses of ordinary soldiers, who are indispensable. This is just as in sports. There are more than a billion soccer players, but there is only one Messi; only one Cruijff.”

De zes hoogleraren komen met tien concrete actiepunten. Zo moeten de bestuurders onderzoeken wat de wetenschappers willen en ‘die wil volgen’. Het werkklimaat moet verbeterd worden, de bestuurlijke organisatiestructuur moet veranderd worden, er moeten duidelijke doelen komen en het ambitieniveau moet omhoog. De academische waarden die onder de doelen liggen moeten duidelijker gemaakt worden.

Strategisch plan
Vorig jaar
kwam het universiteitsbestuur nog met een nieuw strategisch plan 2014-2018, met een visie op de toekomst. De initiatiefnemers zijn niet onder de indruk van de inhoud. “Although the plan recognizes that it is the people that make TiU, it contains so much nonsense, that one can only conclude that informed researchers have not been involved in the writing of it.”

Zo heeft Van Damme vraagtekens bij de keuze van valorisatie als primaire activiteit. “Given all the ‘quasi-academic’ nonsense that is written in the Strategic Plan, I cannot see the real authority of the Executive Board to impose such a choice on the members of the research community…..The Strategic Plan does not make clear where TiU makes (or will make) the difference, hence, it invites the question ‘What difference would it make if Tilburg University would be closed down?’ At present, this question is unanswered.”

Ook zouden faculteiten verschillend met het strategisch plan omgaan. “While the TISEM plan basically ignores the Strategic Plan of the University, the one of TLS is fully in line with it….. At the risk of exaggerating, let me state that there are two (extreme) ways to proceed: either one does agree on doing certain things and doing all this well, or one simply ignores the differences and accepts the risk of one School becoming irrelevant and the other non-scientific. Neither of these extremes makes doing interdisciplinary research very attractive. If I look at the uninformed and nonsensical views on multidisciplinary research exposed in the University’s Strategic Plan, I am pessimistic about the Executive Board’s ability to see any problem here, let alone to find a good solution to it.”

Volgens Van Damme had het strategisch plan geschreven moeten worden door academici en niet door beleidsmakers. “A vision originates with people, hence, the question is who has written the various sections of the Plan. The Plan reads as an administrative piece, hence, I expect that it has been written by people from the University administration. However, non-scientists cannot be expected to write a clear vision on research in the future. Most academics will have a vision for themselves: they want to get the most out of themselves, to shift the research frontier where they can, and to inspire the students with their lectures.”

Initiatiefnemer Eric van Damme, ook aangewezen als woordvoerder van de zes hoogleraren, was vanochtend telefonisch niet bereikbaar. Dat geldt ook voor het College van Bestuur. De petitie is tot nu toe (19 juni, 12.30 uur) 41 keer getekend.

Update 19 juni 13.09 met reactie CvB: “Het College van Bestuur heeft kennis genomen van dit initiatief. Wij zullen de petitie binnenkort in overleg met de opstellers in ontvangst nemen. Wij gaan de komende periode graag het gesprek aan over de inhoud van de petitie en over de voorgestelde verbeteringen voor onze instelling.”
