Reactie CvB en decanen op petitie Tilburgse hoogleraren

De petitie die afgelopen week door zes Tilburgse topwetenschappers online werd gezet bevat een aantal waardevolle suggesties. Dit laten het College van Bestuur en de decanen van Tilburg University weten in een officiële reactie.

In de petitie tonen de wetenschappers zich kritisch op het strategisch plan van Tilburg University. Er zouden geen heldere keuzes worden gemaakt en de focus zou teveel liggen op het succesvol aanboren van geldstromen. Univers sprak één van de opstellers en de woordvoerders, Eric Van Damme, eerder.

In een officiële reactie laten het CvB en de decanen weten dat ze de petitie en de bijbehorende suggesties verwelkomen. “Tilburg University streeft voortdurend naar verbetering, en de petitie geeft een aantal waardevolle suggesties met betrekking tot de maatregelen die de universiteit moet nemen als onderdeel van dat streven,” valt in de reactie te lezen. “Omdat die ambitie breed gedeeld wordt, vereist het betrokkenheid van niet alleen onze onderzoekers, maar van de gehele TiU-gemeenschap, met inbegrip van onze medewerkers en studenten.”

Het CvB en de decanen merken op dat de petitie het zwaartepunt legt bij excellent onderzoek. Begrijpelijk, maar beide partijen wijzen erop dat dit hand in hand gaat met excellent onderwijs. Deze laatste tak mag niet ondergesneeuwd raken.

Geld kan nooit de hoogste prioriteit hebben op een universiteit, staat er verder in de officiële reactie. “Het menselijk intellect is onze belangrijkste waarde, en academische normen en prestaties bepalen onze ambities.” Tegelijkertijd moet er antwoord gevonden worden op de afnemende publieke financiering. Een streng financieel beleid is dus nodig om de academische ambities van Tilburg University hoog te houden.

Het strategisch plan moet Tilburg University daarbij helpen. Het geeft de belangrijkste hoofdpunten aan, die nog nader ingevuld moeten worden. “Het is ontegenzeggelijk waar dat er nog veel werk te doen is, en de keuzes die gemaakt moeten worden zijn complex en diepgaand.”

Tegelijkertijd wordt er via het “Building Excellent Support for Tilburg University-program” al hard gewerkt aan een effectievere organisatie, “met een scherpe focus op het bevorderen van excellentie in onderzoek en onderwijs.”

Het CvB en de decanen nodigen de volledige academische gemeenschap uit om mee te denken in dit aanhoudende proces. Op 11 juli spreekt een delegatie van de opstellers met Jan Hommen, voorzitter van het Stichtingsbestuur.

Woordvoerder Tineke Bennema laat weten dat het College van Bestuur het bij deze reactie wil laten. De woordvoerder van de opstellers, Eric van Damme, laat weten dat een officiële reactie later volgt.

Dear colleagues,

Recently, several of our University’s professors initiated a petition entitled ‘Put Researchers first, for a better Tilburg University.’ The Executive Board received the petition on 3 July, and the Chairman of the Board of Governors is to meet its authors on 11 July. This letter is a response of the Executive Board and the Deans of Tilburg University to the substantive issues raised by the petition, and is addressed to all university employees.

It is our conviction that Tilburg University is strong and healthy. At the same time, we continuously strive for improvement of our performance, and the petition puts forward a number of valuable suggestions regarding the steps the University should take as part of that endeavour. Because the ambition hence is a shared one, it obviously requires the involvement of not just researchers, but of the entire Tilburg University community, including our support staff and our students.

The petition’s emphasis is predominantly on excellence in research. Yet, we believe that it is important to acknowledge explicitly that this goal cannot be separated from our aim to offer excellent education, as it is only through interactions of cutting edge research and education that we will realize our academic and societal ambitions.

We unreservedly share the point of departure that the insights and needs of our research and teaching staff must be central to all our policies, and that the entire university must function as a cohesive team at the service of the pursuit of academic excellence. This inevitably implies that the many exponents of the university community must closely cooperate, from academic staff to support staff, and from management to students, respecting one another’s particular roles and fields of expertise. It also means that our university should foster and strengthen its ties with stakeholders outside the university.

It goes without saying that universities are knowledge?driven rather than profit-driven. Human intellect is our capital, and academic values and achievements drive our ambitions. Even though money therefore evidently is not an end in itself, it is equally obvious that cuts in public funding must not and cannot have the effect of compromising our shared ambitions. We believe that numerous simultaneous responses can address the challenges facing us. This includes cutting down on costs, which will be necessary to secure the long?term viability of a university that reflects our values and ranks amongst the world’s best.

Clear strategic choices will further bolster our university’s position. As part of that process, the Strategic Plan 2014-2017 articulates general but important starting points which are currently further elaborated so as to give rise to a distinctive and inspiring profile to help realize our high levels of ambition. It is undeniably true that there remains much work to be done, as the choices that must be made are both complex and profound.

We are also working to adjust and improve our support infrastructure. The ‘Building Excellent Support for Tilburg University’ program’s aims to shape a leaner and more  effective organization, with a sharp focus on furthering excellence in research and teaching. Our Board of Governors fully endorses this mission, and from the start our conviction that the current vacancy within this Board must be filled by a person with a strong academic profile has been publicly expressed.

We therefore believe that we are taking important, considered and constructive steps on a road that will consolidate and further improve Tilburg University’s international reputation for academic excellence.  Simultaneously, we agree with the authors of the petition that Tilburg University must constantly challenge, innovate, and improve itself. Only then can we remain a key player in the global world of academic excellence.
