Large-scale study on the effectiveness of European AI legislation

A large international research team, led by Tilburg University, is set to investigate the effectiveness of European regulations surrounding artificial intelligence. The project, AI4POL, will support policymakers in evaluating and improving AI legislation.

With the AI Act, the Data Act, and the Digital Markets Act, the European Union has already adopted several laws that provide a framework for the use of artificial intelligence. Through this legislation, the EU hopes, among other things, to protect citizens from negative consequences of artificial intelligence, such as safety risks in AI systems for self-driving cars or medical devices.

However, there is still little insight into the effectiveness of this legislation and whether it truly supports European citizens as intended. The AI4POL research project (Using Artificial Intelligence to Support Regulators and Policy Makers) aims to change this.

The project, funded with 3 million euros from the EU Horizon program, also strives to equip policymakers and regulators with AI tools to monitor and improve the impact of their legislation.

As project leader and director of the Tilburg Law and Economics Center (TILEC), Jens Prüfer, notes, ‘We want to support politicians who, unlike major technology companies, do not have thousands of highly qualified AI experts on staff.’

Risk analysis

In the development of artificial intelligence and digital technologies in Europe, member states believe it is important to consider values such as human rights, democracy, and consumer protection. For this reason, the team will also investigate the risks of AI use in autocratic countries.

The researchers aim to develop a method that analyzes AI research and development in non-democratic countries and thereby maps out the risks for Europe.

Collaboration

For AI4POL, the university collaborates with other leading institutions, including the Technical University of Munich, the University of East Anglia, and various research organizations.
